BreakingUpgrade verdict
3 breaking changes and a platform requirement change.
In plain terms
- An environment variable that let builds skip pyproject.toml validation is no longer recognized.
- The upload_docs command no longer exists, so any workflow that calls it will fail.
- Several legacy commands and the borland compiler are gone, and bundled copies of dependencies are replaced by normal dependencies; Cygwin C compiler settings now come from sysconfig.
- setuptools now needs Python 3.9 or newer to run.
